The responsibility of your local water authority (e.g. Severn Trent Water, Anglian Water) for the water supply into your home ends at the boundary of the public highway, or at the property’s stoptap/stopcock or meter. Beyond this point, it is then up to the property owner to maintain the supply pipe, much as you would expect to maintain the internal plumbing within your home.
This supply pipe may be an individual supply to the property (as shown by House A in the diagram below), or in the case of some older properties, via a shared supply with neighbouring properties (shown by Houses B & C in the diagram). Properties D, E, & F show the supply arrangements that are often found for older terraced properties, and in this scenario, as with B & C, you would share responsibility with your neighbours.
